HM Revenue and Customs (HMRC) is one of the UK’s largest and most recognised organisations, impacting the lives of almost every member of society and central to the business of government and public services.  HMRC’s vision is to be a trusted, modern, tax and customs department – one that’s here to support customers and works to close the tax gap.  To achieve this, we are driving forward vital changes that will make us more efficient in serving our customers and managing their compliance.

The Customer Compliance Group (CCG) ensures that HMRC successfully collects the full and correct amount of money due from taxpayers, investigates offences against the tax system and takes action to identify and mitigate potential threats. CCG is the largest business group in HMRC, with over 27,000 people working in this area.

This is an exciting opportunity to join an established, high-performing and rapidly growing team working across both CCG and HMRC.

The Role

We have a bold vision and a clear blueprint for the future of Compliance and Transformation is at the heart of making it a reality. To drive this forward, we are seeking a dynamic Head of Business Partnering to horizon scan, identify, receive, impact and support all new change for CCG at point of entry.

The Head of Business Partnering engages a wide range of stakeholders across CCG and HMRC to create a forward-looking view of potential new projects that could impact CCG, helping to assess what these changes might mean for operations and ensuring they are understood and managed effectively.  You will also represent CCG’s interests at key Governance decision making boards, ensuring our voice is heard. Excitingly, this role also leads the Compliance Incubator Function team, scoping and providing proof of concept work as well as contributing to business planning and compliance portfolio management with insights and updates from the Incubator.

Person Specification

The successful candidate will bring proven experience in delivering complex strategy and transformation programmes, with a strong grasp of managing dependencies, forecasting resources, and assessing early impacts across portfolios. Naturally strategic and resilient in fast-paced environments, they will be a collaborative leader who can influence diverse stakeholders effectively. A solid understanding of IT delivery lifecycles; including Agile and Waterfall, and familiarity with Business Architecture and Design disciplines are key. A credible track record in converting public sector strategy into delivery is advantageous.

HMRC can only achieve its purpose through the skill, dedication and professionalism of its people. HMRC operates in diverse, inclusive workplaces where everyone feels respected, can perform at their best and is able to achieve their full potential.  HMRC aims to be a great place to work, and a place to do great work.

Applications are welcomed from all people from all backgrounds with the experience and skills needed to perform this role.
