A local authority is seeking an accomplished and dynamic leader to join on an interim basis as Interim Head of Environmental Services Enforcement

Description

Reporting to the Director responsible for environmental services, you will provide strategic leadership and operational oversight of a broad frontline enforcement service, ensuring a highly visible, intelligence-led approach to tackling environmental crime, improving compliance and enhancing the quality of the local environment. 

Leading a multidisciplinary team of enforcement professionals, you will be responsible for driving service performance across a wide-ranging portfolio that includes environmental crime, waste enforcement, fly-tipping, fly-posting, graffiti, street trading, highways compliance, abandoned vehicles, noise nuisance and neighbourhood enforcement. 

The successful candidate will bring a strong track record of leading regulatory or enforcement services within a complex and politically sensitive environment. You will be comfortable managing high-profile and sensitive cases, working closely with elected members, partner agencies and senior stakeholders to deliver effective outcomes for communities

A key focus of the role will be driving service improvement, strengthening operational performance, embedding intelligence-led approaches and ensuring enforcement activity is proportionate, robust and legally compliant. You will also oversee service budgets, support financial sustainability and identify opportunities to improve efficiency and maximise performance

Description

We are looking for a visible and inspirational leader with:

  • Significant experience leading environmental, regulatory or enforcement services.
  • Strong knowledge of enforcement legislation and regulatory frameworks.
  • A proven ability to manage complex operational services and high-performing teams.
  • Experience of driving transformation, service improvement and performance management.
  • Excellent partnership, stakeholder management and communication skills.
  • Strong commercial and financial awareness, including budget management and efficiency delivery
